Street Department

 

The Village of Spencerville has approximately 14.09 miles of streets, nearly 2.9 miles of alleys, and 5 bridges to maintain using monies from our street fund, capital projects fund, permissive fund and state highway fund.

 

Of the 14.09 miles of streets, 9.54 miles are in “good” condition, 1.39 miles are in “fair” condition, .7 miles are in “poor” condition, and 2.46miles are in “critical condition.  It is very important to keep our streets, alleys, and bridges in good condition for may different reasons.  The first and most important reason is safety; the citizens of Spencerville and anyone who passes through must be able to drive on our streets without encountering any hazardous road conditions.  Other reasons to keep the streets in good condition are appearance, storm water runoff, and capital costs.

 

With the limited amount of money available for street maintenance, it can be difficult to maintain all of the streets on a regular basis.  We receive roughly $15,000—$20,000 through the county permissive tax each year, this money can only be spent on 5.4 miles of the streets within the Village.  We receive roughly  $10,000 through the state highway fund each year; this money must be spent on the 2.4 miles of state highway that runs through the Village.  Our local street fund, capital projects Fund, Issue 2, and CDBG monies fund the remaining 6.29 miles of streets within the Village.

 

Each year we put nearly 100 tons of salt on our roads during the winter months to keep them safe and clear for motorists.  The downside to salt use is that not only does it clear the roads during the winter, but it also creates potholes for the spring and summer, and it can deteriorate the curbs and catch basins.  We spend a considerable amount of money each year in asphalt patching to repair the roads from the winter.  This is something that will happen every year; however, with a good road program, we may be able to minimize the amount of money needed to patch our streets.

 

The Village implemented a road maintenance program in 2005.  The plan identifies the work required on each street, the cost associated with the work and the year in which it is scheduled to take place.  Since the year 2000, the Village has completed improvements on 85% of our streets.  With the implementation of this plan, we will be able to maintain our streets so they are safe and passable for the local citizens.
