SUBJECT: Application of deicing compounds on new sidewalks
This letter is being sent to all business owners regarding the application
of deicing compounds on the newly poured sidewalks.
The Village is asking that all businesses, which have new sidewalks adjacent
to their property, refrain from using any type of deicing compound for the
first winter season. This is being requested in an effort to protect the
new concrete from spalling or deteriorating prematurely.
The Village will continue to provide the service of cleaning the sidewalks
downtown, when possible; however, it is ultimately the responsibility of the
property owner to see that the sidewalks are cleared after each snow event.
The proper application of deicing compounds may begin during the 2010-2011
winter season.
Village personnel will be applying concrete sealer to the newly poured
sidewalks every other year, in an effort to protect the sidewalks from
quicker deterioration.

Due to weather, the Streetscape project is basically done for the year. Hume Supply plans to bring Bluffton Paving in on Wednesday 12-2-09 to place 301 asphalt base material in all of the driveway areas on the east side and in the recessed areas in the 3rd Street square. Once the temporary asphalt has been applied, all drives and the square will be opened to regular traffic. This temporary asphalt will be maintained by Hume through the winter and removed in the spring when the asphalt plants open back up. At which point, they will install the thin layer of asphalt base for the brick pavers and continue with the paver installation. Hume will not place any temporary material beneath the Information Center; they will install the thin asphalt layer and brick pavers in the spring. Miller Cable will be back in town during the week of 12-7-09 to complete the electrical work. They will energize the remaining 8 light poles, the 4 new light poles in the square and the flood lights and bollards in the square. The painting contractor will be back in the spring to stripe the rest of Broadway and all of the 3rd Street square. Village and ODOT representatives will perform a walk-through of the project and create a “punch list” to present to Hume, indicating what will need to be completed before the project will be accepted. The regular updates will continue to be posted on the website; however, they will be less frequent.

The total Broadway Street road closure has ended as of today at 7:00 a.m. All roadways in the project limitations have been paved with the final wearing course. Miller Cable should have most of the new wire pulled by the end of the week and have the lights on the west side energized by the end of this week. Oberlander’s should have all of the brick pavers installed on the west side, with the exception of the area in the 3rd Street square. McWhorter’s Landscaping will have all of the landscaping components completed by the end of this week. Hume Supply is planning to have all sidewalks on the east side completed by the end of this week. Hume is also continuing work on the Information Center; there was a delay on the roofing, as the manufacturer cut the pieces 6” shorter than they needed to be. The correct pieces should arrive by the beginning of next week. Hume plans to install the thin asphalt layer beneath the brick paver sections in the alley near the Information Center and at the Shell station this week; therefore, we are planning to have the alley open for Friday 11-20-09. Please note that all of the work, especially the concrete work, is contingent upon having favorable weather conditions. Another 2 weeks of favorable weather and the project can be completed at 100%; if the weather turns sour, portions of the project (such as the asphalt layer and brick paver installation) will more than likely be delayed until spring 2010.

All of the curbs are scheduled to be completed by Wednesday 11-11-09. The brick pavers on the west side (with the exception of the 3rd Street area) should be completed by the end of this week. Miller Cable will compete the installation of the new conduits today and begin drilling and pouring the new light pole foundations for the east side. They will then begin pulling wire and erecting the street light posts on the west side and hope to completely wrap up their portion of the project by the end of next week. Hume continues to work on the Information Center. McWhorter’s Landscaping is scheduled to be in town on 11-11-09 to begin the landscaping work. Hume is also beginning to finish grade the sidewalk area on the east side, they plan on pouring the new sidewalk in front of the post office on Wednesday 11-11-09; they will continue to prep and pour on the east side as weather permits. Due to areas where the existing brick pavers beneath the asphalt roadway are exposed, Hume must saw cut and excavate the bricks to make way for the final wearing course of asphalt. Unfortunately, this additional work has caused us to schedule the total Broadway Street road closure as discussed in the past. Initially, the plans called for a 21 calendar day closure; however, that number has changed several times and now stands at 14 working days. The closure is scheduled to occur at 2:00 p.m. on Tuesday 11-10-09. Hume is planning on the closure to be less; however, 14 days was announced in case of problems arising during the removal process and the installation of the new asphalt base material. Hume is also planning to work a night shift (in addition to the normal day shift) if they find that weather permits them to do so. The alley along the canal will be open to through traffic for the next VFW chicken fry to be held on 11-20-09. The alley will remain open to through traffic after this event; however, it may be interrupted periodically due to construction. It was announced at a weekly meeting that the construction will more than likely not be completed until spring if the weather conditions are not conducive to installing the asphalt layer and adhesive beneath the brick paver section on the east side; all other components should be wrapped up by the end of this month.

By the end of this week, we should have all drainage components on the east side completed. Smith Paving is scheduled to pour the new curb and gutter on the east side this Wednesday or Thursday. Hume Supply will have all of the concrete work in the 3rd Street square completed this week, including the floor for the Information Center; they also plan to have all tree grates installed on the west side and begin laying the ¾” asphalt layer that the brick pavers will lie on. Once the asphalt layer has been installed, the brick paver installation will occur. All of this work should be completed by the end of this week. Miller Cable is scheduled to be in later this week to install the new light post foundations and the new electrical conduits on the east side. The new electrical service panel is scheduled to be energized this week. Once the new panel is energized, I will meet with Miller Cable to establish a timeframe for the light posts on the west side to be installed and energized. The temporary lighting located at 3rd Street will remain until the light posts on the west side have been energized. Once Miller Cable has completed the light post foundations and conduit work on the east side, Hume can begin installing the new sidewalks on the east side.

All of the sidewalks on the west side (with the exception of the small sections located at the northwest corner of 4th & Broadway and the southwest corner of 2nd & Broadway) have been poured. The sidewalks in the 3rd Street square along each of the adjoining buildings will be poured on 10-20-09. Hume is planning to begin demolition of the east side on Wednesday 10-21-09. Their preliminary schedule calls out for the demolition to take 2 – 3 days, followed by a 2 – 3 day period for the installation of the storm drainage. After all storm drainage on the east side has been installed (please note that most of the catch basins on the east side have already been installed in an effort to expedite the project). Hume is speculating that the new curb and gutter on the east side will be installed some time during the week of 10-26-09. Once the curb and gutter have been installed, Miller Cable will move in and install the new light post foundations and the new electrical conduits. Pouring of concrete in the 3rd Street square is scheduled to occur during the week of 10-26-09. The Information Center is scheduled for delivery this week and should be installed over the next week. Brick pavers are scheduled for delivery on 10-20-09 and shall be installed immediately. Hume’s best estimation is that the construction on the east side will be completed in one month. The electrical work on the west side should wrap up during the week of 10-26-09; including the installation of the street light posts. Additional temporary lighting will be made available on 10-20-09.

Hume Supply is scheduled to complete the rest of the sidewalks on the west side this week. They are also scheduled to form and pour a portion of the concrete in the 3rd Street square. Now that the retaining wall for the Information Center has been poured, Hume can begin working on the actual structure, including the concrete and brick paver floor. Miller Cable is scheduled to be back in town on Friday 10-16-09 to finish the electrical work on the west side; this includes, but is not limited to, the installation of the downtown street light posts. Sprint Electric is scheduled to be in town this week to begin building the new electrical service for downtown. The enclosure for this service has been completed by M&W Construction. Once the electrical service has been completed, the lights on the west side will be energized and put back into service; this could happen as early as the week of 10-16-09. Once Hume completes all walks on the west side, they will shift traffic to the opposite lane and begin the removal process on the east side. This could happen as early as mid week, but will more than likely not occur until the week of 10-19-09.

The dates explained in the 9-30-09 update are still valid, with the exception of the retaining wall for the Information Center. The wall is scheduled to be poured on Tuesday 10-6-09. Work has begun on the replacement of the two manhole structures at the intersection of Second & Broadway. Hume estimates that the manhole work will be completed in two days. Hume did encounter the natural gas line that was marked on the plans; this gas line may interfere with the installation of the new manhole. Unlike the gas line at the intersection of 4th & Broadway, which was relocated due to anticipated interference with the Streetscape project, Dominion did not relocate the gas line at 2nd & Broadway. If it does need to be relocated, there may be a delay in getting the gas line relocated. Miller Cable should be in town by the end of the week of 10-5-09 to continue their electrical work. Sprint Electric will be in town this week to continue working on the new electrical service panel. The street lights could be reinstalled and energized as early as the week of 10-12-09. By the end of this week, all sidewalks on the west side should be poured, weather pending.
ODOT has yet to grant an official extension to Hume for the project completion date.

Based on a conversation today with the project manager for Hume Supply, please see the proposed schedule of events for the next two weeks:
The curb contractor (Smith Paving) is scheduled to be here Friday the 2nd to form the raised curb planters in the 3rd Street square; they are tentatively scheduled to pour on Monday the 5th.
Hume Supply is planning to pour the retaining wall for the Information Center on Saturday the 3rd.
Once the retaining wall has been poured and the curbs have been poured, Hume Supply will begin finish grading the 3rd Street square and prepping it for concrete and brick pavers. They are tentatively scheduled to pour concrete in the square during the week of 10-12-09.
Sidewalks in front of Canal Pharmacy will also be poured during the week of 10-5-09; they are also planning to pour north of Pohlman’s Hardware during that week as well.
Once the curbs are all poured, Miller Cable will be back in town to pour lighting foundations in the square and begin pulling wire for all electrical fixtures; they should be in town by the end of the week of 10-5-09.
Brick pavers will be installed as soon as the tree grates have been installed; there is a delay in receiving the tree grates as the supplier did not submit the proper item in their original submittal. The tree grates are scheduled to be on site by 10-19-09.
Based on the conversation today, I am under the assumption that the remainder of the sidewalk on the west side along Broadway will be poured during the week of 10-5-09. Obviously, this will be dependent upon weather conditions.
Today is the actual completion date of the project; obviously, it will extend beyond the deadline. ODOT has yet to grant an extension to Hume Supply.
The entire west side should be all but complete by the end of October.

Sidewalks will continue to be poured on the west side, as weather permits. Smith Paving will need to pour the raised curb planters at the 3rd Street entrance before Hume Supply can continue pouring sidewalks in that area. As of today’s date, Smith Paving was not sure what day they would be in, but it should be the week of 9-28-09. The sheet pilings that were driven incorrectly were removed and reinstalled correctly; this will allow for Hume Supply to begin constructing the retaining wall for the Information Center. Miller Cable has all of the work completed that they are able to do until Smith Paving pours the raised curb planters; once the curb planters are poured, Miller Cable can continue with their electrical upgrades. Hume Supply has informed me that the scheduled 21 day road closure of Broadway between 2nd & 4th is about 2 – 3 weeks out. The length of the closure may be shortened drastically, due to the fact that Hume has already completed 3 of the 4 components that were scheduled to be completed during the road closure. Once Hume completes the sidewalks along Broadway in front of the businesses, they will begin pouring concrete in the 3rd Street square. The alley will remain open to through traffic for as long as possible; there may need to be occasional closures to complete various tasks.

Miller Cable will be working this Friday and Saturday on the electrical portion of the contract. Their work on the west side, with the exception of the new street light foundations, should be completed by the end of next week. Miller Cable is also removing the street light posts on the east side in an effort to expedite the project. The sheet piling crew will be here on Thursday 9-24-09 to remove and reinstall the two piles that were not approved by ODOT. Weather pending, new sidewalks will be poured in front of the Pohlman’s Hardware and Rita’s Touch of Magic area; as well as in front of Reliable Plumbing. Hume has begun to excavate for the new catch basins on the east side of Broadway. THEY ARE NOT REMOVING THE SIDEWALK AT THIS TIME. This is being done to expedite the project and have things move quickly as they move to the east side of the road. The trench that was dug by Sprint Electric for the Electrical Service Upgrade conduit shall be cleaned up and restored on Thursday 9-17-09.

Smith Paving will have the curbs on the west side completed on 9-16-09. Miller Cable has removed the existing light poles and foundations and has begun the installation of the new conduit for the existing light poles and the new tree pit receptacles. Hume’s plan is to form and pour various sections of the new sidewalk once the entire electrical conduit has been installed. This could occur as early as the end of this week, but more than likely not until the first of next week. Miller Cable will form and pour the new light foundations after Hume has poured as much sidewalk as they can without interfering with the installation of the foundations. Sprint Electric is also planning to install their 4” conduit through the sidewalk before Hume pours the new sidewalk. Sprint will be replacing the traffic signal pole foundation in front of The Villager on 9-17-09. The 2 pieces of sheet piling that were driven incorrectly shall be removed and replaced on or before 9-25-09. Once the sheet piling has been completed, Hume can begin the installation of the retaining wall surrounding the Information Center.

The curbs on the west side are scheduled to be completed by Tuesday 9-15-09. Sprint Electric has begun the update to the existing electrical service by pouring 3 foundations for 3 new enclosures that will provide additional service in the business district. Sprint is also in the process of replacing the traffic signal strain pole foundations; the south west foundation (near The Villager) needed to be replaced as the existing foundation was insufficient in holding the pole straight and the north east pole was hit and damaged by a semi truck. Please note, the traffic signals will be replaced once both strain pole foundations have been replaced. Hume will have the last component of the storm drainage (water quality structure) on the west side in place on Friday 9-11-09. Miller Cable is scheduled to be in town on Monday 9-14-09 to begin the electrical work; both the rehabilitation of the existing and the new components associated with the streetscape plans. Sidewalks on the west side are 3 weeks out from today’s date. Due to the unforeseen delays, the new completion date proposed by Hume is 11-15-09; however, ODOT has yet to approve said date.

Hume Supply, Miller Cable and Sprint Electric should all be in town on Tuesday, September 8, 2009. Hume will begin the work on the retaining wall for the Information Center, Miller Cable will begin the electrical work, including the planned improvements as well as the rehabilitation of the existing service and Sprint Electric will begin the Electrical Service Upgrade. Even though the work by Sprint Electric is a separate contract, it needs to be coordinated with the Streetscape contractor. The electrical work, by Miller Cable, will take up to two weeks; once it is completed, Smith Paving can come back and complete the sections of curb that were not completed last time. Hume will begin pouring the new sidewalks after these two contractors have completed their work. Unfortunately, the completion date will not be met; it appears as though the project will run into the middle to latter part of October.

There are no changes to the schedule as explained in the 8-17-09 update. The curbs on the west side are 95% complete and the storm drainage is 100% complete. Miller Cable should be in town this week to begin the electrical work and wrap that up in approximately two (2) weeks. Jutte Excavating should finish driving the piling for the retaining wall that will support the Information Center; which will be located in the 3rd Street square along the canal.

There are no significant changes to the schedule as presented on the 8-11-09 update. Hume should wrap up the storm drainage installation today, with Smith Paving coming in to begin curbs on Tuesday 8-18-09. Miller Cable should be in directly after Smith Paving to begin the electrical work, including, but not limited to the replacement of the existing street light post foundations, replacement of existing conduits and conductors for the street lights and the main service conduits and conductors from the service panel to the street light posts. Miller Cable will also work on the new electrical components; including new conduits for the tree grate receptacles and conduits for the new street lights posts and bollards in the 3rd Street square. Once all of the electrical work has been completed, the sidewalks will be poured; this should begin in about 3 weeks.

Hume Supply should wrap up the storm sewer installation by 8-19-09. After that, they will begin the installation of the curb and gutter; once the curb and gutter has been installed, there will be a delay in pouring the new sidewalks because the electrical contractor will have to move in to perform their work; including the replacement of existing light post foundations and all of the conduit and conductors that serve the light posts. Our best estimation is that the sidewalks should begin in about 2 – 3 weeks. The project is not on schedule due to survey and elevation issues, all of which have been resolved to date. As of now, the alley along the east side of the canal will be opened for through traffic for the VFW’s monthly chicken fry on 8-21-09.

Hume Supply will continue the removal of the additional material on the west side of Broadway and the additional material at 3rd Street where the curb “bumps” out. Once all material has been removed, they will begin the installation of the storm sewer outlet and all other drainage items on the west side of Broadway. Ohio Concrete Sawing is cutting the east side of Broadway in preparation for when Hume moves to the east side for the reconstruction there. PLEASE NOTE: WORK SHALL NOT BEGIN ON THE EAST SIDE UNTIL THE WEST SIDE HAS BEEN COMPLETED. Due to the contractor cutting through the electrical conduit that supplies power to the downtown street lights, none of the street lights work; these shall be repaired after the installation of the storm drainage has been completed.

The redesign by Kohli & Kaliher has been completed and reviewed by all parties. All issues have been addressed and corrected; Hume Supply is planning to be back on the job site on Monday 8-3-09 to resume where they left off. Due to a concrete base located below the brick pavers under the asphalt, Hume needs to saw cut and remove this concrete prior to installing the storm drainage; failure to do so, could result in extensive damage to existing asphalt outside of the original scope. The schedule shall proceed as previously reported; however, the dates will obviously be pushed back.

Due to a discrepancy in the original survey work and the survey work performed by Bockrath Surveying, the project has been stalled until the discrepancies can be worked out. Kohli & Kaliher Associates are currently working out all of the details of the survey work completed on 7-23 & 7-24. The results of their survey work should be completed by 7-29-09. The primary concern is the elevations for the proposed drainage components; it is imperative that all details are worked out prior to Hume beginning the installation of the drainage outlet. Therefore, Hume Supply can not continue with the proposed schedule as explained in an earlier notice. It is anticipated that Hume will not be back in town until the week of 8-3-09.

Catch basin and storm drainage layout shall be completed on the 24th. The storm drainage outlet and the storm drains running along the west edge of Broadway between 2nd & 4th Streets shall begin Monday the 27th. Storm drainage installation shall continue through Wednesday the 29th, along with the installation of electrical conduit and the beginning of the curb forming. Current plan is to begin pouring curbs on the 30th; this shall take 3 – 4 working days and should wrap up around the 4th of August. It is estimated that construction on the west side shall be considered substantially completed by the 3rd week of August. Work in the town square shall continue throughout the schedule outlined above.

Hume Supply should have the sidewalk and curb on the west side of Broadway removed by the end of this week. They are planning to install the storm drainage directly after the removal of the walks and curbs has concluded. Their initial schedule calls for the installation of the curbs on the west side to begin Thursday July 30, 2009. Prior to the sidewalk and pavers being installed, contractors will have to install electrical conduit for the upgrades to the electrical system and the Village personnel will need to repair the existing ¾” conduit that was damaged during the sidewalk removal. Village personnel will also need to address the existing street light post foundations.

Hume Supply began construction on Monday July 20, 2009. The construction began at the 3rd Street square and is moving to the south. They plan on removing the entire sidewalk and curb on the west side and begin the installation of the new storm drainage. Once the storm drainage has been completed, they will begin the installation of the curb and gutter. This is scheduled to be completed in about two weeks.
As a result of the sidewalk removal, it was discovered that the existing street light post foundations are in a state of disrepair and in need of replacement. The existing conduit is also in need of various repairs. These two items shall be performed by Village personnel to keep costs at a minimum.
As of today’s date, Broadway Street (SR 66) is open to northbound local traffic only. During the first phase, northbound traffic shall utilize the normal northbound lane.
Beginning 7-20-09, Hume Supply’s work schedule shall be 4 – 10 hour days; with hours being from 7:30 a.m. – 5:30 p.m.

Work has begun on the water line replacement at the Town Square. Water is schedule to be turned off at 1:00 p.m. and will be turned on as soon as possible. This will effect the customers on the east side of the canal between 2nd Street and 4th Street.

Village personnel will be replacing a portion of the 6” water line in the alley along the canal beginning Tuesday July 21, 2009. The specific location of the replacement is at the Town Square between the Pharmacy and the Masonic Lodge. Customers along the east side of the canal between 2nd Street and 4th Street will experience disruptions in water service on Tuesday the 21st and possibly on Wednesday and Thursday as well. The project should be completed by Thursday July 23, 2009. The purpose of this project is to replace an old water main that has been prone to leaking. The water line is located directly beneath the project limitations for the Streetscape project.

Pre-construction meeting held at ODOT. Hume Supply to mobilize equipment on Monday July 13, 2009 and the road will be closed on Wednesday July 15, 2009, with construction beginning the same day. Hume Supply plans to work 5 – 8 hour days from 7:00 a.m. – 4:00 p.m. through the project completion date of September 30, 2009. An organizational meeting is planned for Monday July 13, 2009 to further discuss project timelines and milestone deadlines. Although the preliminary schedule is subject to change; the preliminary order of the project is as follows: 1) miscellaneous removal of signage, 2) sidewalk & curb removal, 3) storm drainage installation, 4) sidewalk, curb & gutter and brick paver installation, 5) lighting 6) asphalt & 7) landscaping. Once the schedule has been revised, actual dates will be attached to each project component.
