Managing Storm Water to Protect Our Community

Our Waste Water Department is responsible for safely collecting, treating, and maintaining the wastewater system to protect public health and the environment. If you have questions about wastewater services, billing, system maintenance, or need to report an issue, please contact us.

We appreciate your cooperation in helping keep Spencerville’s wastewater system running smoothly.

The Village of Spencerville actively works to manage storm water in order to reduce flooding, protect infrastructure, and support a healthy wastewater system.

Storm Water Planning and Improvements

Discussions about improving storm water management in Spencerville began in 2008, when Village Council explored the idea of a Storm Water Utility and an Unauthorized Sewer Connection Program. These efforts were intended to work together by improving the storm sewer system while removing illegal storm water connections from the sanitary sewer system. Proper storm water management helps reduce excess flow into sanitary sewers and improves overall system performance.
In 2016, the Village hired a consultant to develop a framework for a Storm Water Utility. While this planning effort was completed around 2018, Village Council ultimately chose to pursue alternative methods to manage storm water rather than implementing a utility program.

Retention Basin Project

In 2019, the Village hired a consultant to study storm water control options, including the use of retention basins at the south end of the Village. The study identified two watersheds on the east side of town where storm water retention could significantly reduce flooding.

As a result, the Village applied for and received H2Ohio grant funding in 2022 to develop a wetlands retention basin on the east side of Spencerville. This project was completed in 2023. The retention basin helps manage storm water flowing through the Village while also providing a natural method for releasing clean water back into the receiving stream.

Ongoing Storm Water Management

Over the years, the Village has completed several storm water improvement projects, including the replacement of multiple culverts. Much of the Village’s storm water drains into the Miami & Erie Canal. Because the canal was not originally designed as a drainage system, localized flooding can still occur during heavy rain events.
While it is not practical to eliminate all flooding due to cost, right-of-way limitations, and impacts to private property, the Village continues to focus on realistic and effective solutions—such as retention basins—to help reduce flooding and improve storm water control.
